About Us

Khôra Partners is a Jersey-based strategic advisory practice grounded in place-based planning, community wellbeing, and cultural strategy. We have experience working in small or island jurisdictions in the Caribbean, Asia and around Europe.

We bring a connected multi-disciplinary team to any project.  Our immediate team of Associates includes former public servants, facilitators, economists, educators, and behavioural scientists, artists, designers and development experts.  As needed, we also draw on a broader trusted advisory network .

Paul Milbank

Founding Partner

Before founding Khôra Partners Paul led the development of multiple major strategic frameworks for Jersey’s Government across the culture, identity, and economic sectors. He began in the Office of the Chief Executive, heading the policy board which produced The Island Identity Strategy. He then served as Lead Officer for Culture, Arts, Heritage, and Sport in the Economy Department where he authored Jersey’s first Creative Island Strategy, Heritage Strategy, Music Manifesto, and Creative Industries Framework, all of which now underpin key areas of public investment. Paul led major cultural and regeneration projects such as the renovation of the Jersey Opera House, the redevelopment of Elizabeth Castle, and the commissioning of the new Bergerac series. He also contributed to social innovation through Jersey’s ConnectMe social prescribing model. Prior to his work in government, Paul previously worked as a consultant delivering projects such as a Sustainability Strategy for the Channel Islands Co-op; an island-wide ethical business charter; and multiple civil society initiatives and events.

Tim is a linguist, educator, and entrepreneur who has more than 30 years’ experience working across continents with schools, universities, charities, government agencies, and startups. Tim works alongside Paul on all aspects of Khôra Partners work.
