Who We Are

KHÔRA Partners is a Jersey-based strategic advisory practice grounded in place-based planning, community wellbeing, and cultural strategy. We have experience working in small or island jurisdictions in the Caribbean, Asia and around Europe.

We bring a connected multi-disciplinary team to any project.  Our team of Associates, who are regularly part of our team, includes former public servants, facilitators, economists, educators, and behavioural scientists, artists, designers and development experts.  As needed, we also draw in Specialists and draw on our wider network of trusted Advisors. In all of our work, we seek to tackle challenges, projects and ventures as a community.

PAUL MILBANK

Founder of Khôra Partners drawing on experience across the three sectors in Jersey including a leading public sector role where he developed and implemented several landmark cultural and economic strategies. Before his work in the Government of Jersey, Paul worked as a consultant delivering projects such as a Sustainability Strategy for the Channel Islands Co-op; an island-wide ethical business charter; and multiple civil society initiatives and events.

TIM NASH

Entrepreneur, bridge-builder and problem-solver who has more than 30 years’ experience working across continents with schools, universities, charities, government agencies, and startups in a variety of innovation, development and education roles. He has worked in all three sectors in Jersey and, as a consultant, has helped the finance industry, government departments and schools with developing their relationships with China.

Kate is a cultural change specialist and experienced facilitator. She has a background in empowering communities and fostering inclusive, resilient societies through stakeholder engagement. Kate supports Khôra on consultation activities, workshops, and ensuring our projects reflect the aspirations of their stakeholders

A former Global HR Director and Jersey Appointments Commissioner, he specialises in workforce development and effective governance structures – key for sustainable island planning. Xanthe is an award-winning designer and community development practitioner, recognised as part of the Turner Prize–winning collective Assemble for groundbreaking work in neighbourhood regeneration. She brings deep expertise in community land trusts, shared-ownership models, and participatory design. Xanthe’s work focuses on empowering residents to shape, own, and sustain the places they live through innovative, community-led approaches.

Victoria is recognised for translating abstract ideas into actionable models that help organisations rethink what learning can look like in diverse and evolving contexts.  She draws on experience across Asia and Europe, blending strategic planning, curriculum innovation, and stakeholder alignment to shape initiatives that are both impactful and sustainable. She focuses on transforming education and cultural engagement through place-based design, multilingual access, and holistic learning.
